FOR A COMPREHENSIVE PLAN AMENDMENT AND DEVELOPMENT ORDINANCE #374 AMENDMENT #CPA-2023-01/#OA-2023-01
The Bay City Planning Commission will conduct a hearing on Wednesday, November 15, 2023 at the Ad Montgomery Community Hall located at 5525 B Street, Bay City Oregon. The hearing will begin at 5:30 p.m.
The Bay City City Council will conduct a hearing on Tuesday, December 12, 2023 at the Ad Montgomery Community Hall located at 5525 B Street, Bay City Oregon. The hearing will begin at 6:00 p.m.
The following matters to be considered:
Description of Project
APPLICATION #CPA-2023-01/#OA-2023-01 FOR A COMPREHENSIVE PLAN AMENDMENT AND ORDINANCE AMENDMENT. The City is requesting to amend the City Comprehensive Plan Goal II policies, Goal III policies, Agricultural Land policies, Goal V policies, Goal VI policies, Goal VIII policies, and Additional policies; Development Ordinance #374 Article 1, Introduction; Article 2, Definitions; Article 3, Land Use Districts; Article 5, General Development Standards; Article 6, Supplementary/Special Development Standards; Article 7, Application and Review Procedures; Article 8, Land Divisions and Property Line Adjustments; Article 13, Interpretations and Exceptions; and Article 15, Maps / Appendices
Public Hearing Criteria
The process and applicable criteria by which an amendment application will be evaluated by the Planning Commission and City Council are located in the Bay City Development Ordinance No. 374, Article 8, Section 8.010 – Section 8.090.
Appeals are limited to persons who have presented written and/or oral testimony at the hearing(s) before the Bay City Planning Commission and City Council. Failure to raise an issue at the public hearing, in person or by letter, or the failure to provide sufficient specificity to allow the Planning Commission and City Council an opportunity to respond to the issue precludes an appeal on that issue. Unless there is a continuance, if a participant so requests, the record shall remain open for at least seven (7) days after the initial evidentiary hearing. If the hearing is continued, no further public notice will be provided.

A staff report will be available for inspection seven (7) days prior to the hearing. All interested are invited to express their opinions for or against the request at the hearing or by letter addressed to the Planning Commission, City Hall, PO Box 3309, Bay City, Oregon, 97107.
