ADVERTISEMENT FOR BIDS

Sealed bids for the WASTEWATER TREATMENT PLANT HEADWORKS SCREEN, Project No. 2022-1 will be received by Roy Markee, Public Works Director, at City of Bay City City Hall, 5525 B Street, Bay City, Oregon 97107, until the bid closing time above, at which time the bids will be publicly opened and read. Bidder shall submit the required first-tier subcontractors disclosure form within two working hours of the bid closing time. Bidders whose bids and/or disclosure statements are received after the stated times will be considered non-responsive and their bids will not be considered.
Work under this project is funded by the Oregon Department of Environmental Quality Clean Water State Revolving Fund.

The Work to be done under this Contract consists of the following major work items at the Bay City Wastewater Treatment Plant:

1. Install precast concrete screener vault and associated concrete and fixtures.
2. Install precast concrete overflow vault.
3. Install new solids screener.
4. Install new sediment sump manhole.
5. Removal of existing manhole.
6. Furnish and install sanitary sewer main sections.
7. Furnish and place concrete surfacing.
8. Furnish and install concrete block retaining wall.
9. Site grading and gravel installation.
10. Furnish and install new fencing and reinstall existing gate.
11. Any additional and incidental Work as required by the Specifications and Plans.

Construction shall be substantially completed by August 31, 2022 with punch list and final completion by September 9, 2022. Substantial completion will be achieved once the vaults, screener, and overflow pump are in place and functional. Final completion will be achieved once all improvements are in place, surface restoration is complete, and the City has approved the Work.
Bidders must be qualified in accordance with the applicable parts of ORS 279C to enter into a contract with the City. No bid shall be considered unless the bidder is registered with the Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.

This project is for a public improvement subject to the prevailing rate requirements of ORS 279C.800 to 279C.870. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this project. Each bid must contain a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. No bid shall be considered unless the bidder is registered with the Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.

Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the City in an amount equal to ten percent (10%) of the amount bid. The successful bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the contract as prescribed in the Contract Documents.

Bids may be held by the City for a period not to exceed sixty (60) days from the date bids are due for the purpose of reviewing bid documents and investigating qualifications of bidders prior to awarding Contract. The City reserves the right to reject any or all bids, to waive any irregularities, and to accept the bid deemed in the best interest of the City. The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding by the City that it is in the public interest to do so.

There will be a Pre-Bid conference at the project site on April 27, 2022 at 1:00PM.
